The seminar will examine the financial management, control and audit requirements for the 2014-2020 programming period, with a special focus on audit requirements. The seminar will seek to illustrate good practice and will compare the new rules for 2014-2020 with the 2007-2013 period.

The objectives of this seminar are two-fold:

-to bring together practitioners and experts from the European, national and sub-national level, to enable them to share experiences and identify cases of good practice in financial management, control and audit;

-to discuss ways of implementing audit and financial control rules; to look at how to best achieve sound financial planning and financial management, including the successful operation of the performance framework.

This seminar will focus on key implementation issues for new programmes and look at how good projects can successfully deliver programme results.

There will be sessions dedicated to the lessons learnt from implementing ERDF, ESF and Cohesion Fund programmes and projects, including a presentation from the European Commission. We will consider common issues for business development initiatives and the particular question of how Structural Funds operations can be linked to Horizon 2020, the new EU framework programme for research and development. We will examine the massive challenges for the European Social Fund, in particular, in relation to dealing with the unemployed, low skills, social inclusion and deprivation. We will also look at project appraisal procedures for major projects (both for infrastructure and productive investments), revenue-generating projects, and other projects.
