The Lisbon Treaty brought about a revolutionary change in EU law by creating a new category of Commission acts – the so-called ‘delegated acts’. These would not follow the familiar system of ‘comitology’, which would apply to ‘implementing acts’, but be adopted without first going through a committee. A full legislative cycle later, the new system continues to raise institutional issues, which are being addressed in 2015 in a new agreement between the institutions. Moreover, the use of these acts raises practical questions for both public officials and other stakeholders: how to assess the impact of draft legislation which remains to be completed in important respects; and how to understand and influence the adoption of these new instruments.
This seminar provides a privileged insight into the system of delegated and implementing acts form a practical perspective of a day-to-day management of EU policies, and a forum to discuss current issues and latest developments.
