the EU
Counterfactual and Theory Based
Approaches for Evaluating Impact

Today, we can already say that most MS have a sufficiently developed evaluation culture. We have an efficient evaluation planning and coordination system and a small but qualified market of experienced evaluators. However, there are still many challenges left: the seminar will attempt to provide participants with a deeper understanding of two families of evaluation approaches in order to understand the intervention logic and as a consequence, be able to foresee what could be the most effective approach. We will discuss the ideas behind counterfactual approaches and theory-based approaches. By doing that, we will help managing authorities, involved in the process of developing their evaluation plans for the 2014-2020 period, to prepare, design and monitor the evaluations that they intend to carry out and be prepared to give an indication of the methodology to use. The main aim is not to train participants as evaluators, but to put them in a position to manage evaluations and understand the basics of certain tools and approaches so they can competently interact with (external or internal) evaluators and assess the quality of their work. Participants will be invited to submit a few examples of specific evaluation objectives and the experts will coach them on their real cases. Don’t miss this opportunity and join us in Barcelona!
